The Kingdom of Morocco, a Muslim Sovereign State whose official language is Arabic, constitutes a part of the Great Arab Maghreb.

As an African State, one of its constituted objectives is the realization of African unity.

Aware of the necessity of setting its action within the context of the international organizations of which it is an active and energetic member, the Kingdom of Morocco subscribes to the principles, rights, and obligations resulting from the charters of the aforesaid organizations and reaffirms its attachment to the Human Rights as they are universally recognized.

The Kingdom of Morocco also reaffirms its determination to work for the maintenance of peace and security in the world.

Conscious of the necessity of strengthening its ties with brother peoples, the Mauritanian people, a Muslim, African, and Arab people, proclaims that it will work for the achievement of the unity of the Greater Maghreb of the Arab Nation and of Africa and for the consolidation of peace in the world.

Taking as starting points the historical, cultural, spiritual and statehood heritage of the Macedonian people and their struggle over centuries for national and social freedom as well as the creation of their own state, and particularly the traditions of statehood and legality of the Krushevo Republic and the historic decisions of the Anti-Fascist Assembly of the People's Liberation of Macedonia, together with the constitutional and legal continuity of the Macedonian state as a sovereign republic within Federal Yugoslavia and freely manifested will of the citizens of the Republic of Macedonia in the referendum of 8 Sep 1991, as well as the historical fact that Macedonia is established as a national state of the Macedonian people, in which full equality as citizens and permanent co-existence with the Macedonian people is provided for Albanians, Turks, Vlachs, Romanics and other nationalities living in the Republic of Macedonia, and intent on

- the establishment of the Republic of Macedonia as a sovereign and independent state, as well as a civil and democratic one;

- the provision of peace and a common home for the Macedonian people with the nationalities living in the Republic of Macedonia; and on

- the provision of social justice, economic well-being and prosperity in the life of the individual and the community,

the Assembly of the Republic of Macedonia adopts the Constitution of the Republic of Macedonia.

The Revolutionary Command Council, in the name of the Arab people in Libya, who pledged to restore their freedom, enjoy the wealth of their land, live in a society in which every loyal citizen has the right to prosperity and well-being, who are determined to break the restraints which impede their growth and their development, who will stand with their brothers from all parts of the Arab Nation in the struggle for the restoration of every inch of Arab land desecrated by imperialism and for the elimination of all obstacles which prevent Arab unity from the Gulf to the Ocean.

In the name of the Libyan people who believe that peace cannot be achieved without justice, who are conscious of the importance of strengthening the ties which unite them with all the people of the world who are struggling against imperialism; who understand fully that the alliance of reaction and imperialism is responsible for their underdevelopment despite the abundance of their natural resources, and for the corruption which spread through the governmental apparatus; who are conscious of their responsibility in the establishment of a national, democratic, progressive, and unitary government.

In the name of the popular will, expressed on September 1 by the Armed Forces who overthrew the monarchical regime and proclaimed the Libyan Arab Republic in order to protect and strengthen the Revolution until it attains its objectives of freedom, socialism, and unity.

The present Constitutional Proclamation is made to provide a basis for the organization of the state during the phase of completion of the national and democratic revolution, until a permanent constitution is prepared, defining the objectives of the Revolution and outlining the future course.

The basic characteristic of this revolution, which distinguishes it from other movements that have taken place in Iran during the past hundred years, is its ideological and Islamic nature. After experiencing the anti-despotic constitutional movement and the anti-colonialist movement centered on the nationalization of the oil industry, the Muslim people of Iran learned from this costly experience that the obvious and fundamental reason for the failure of those movements was their lack of an ideological basis. Although the Islamic line of thought and the direction provided by militant religious leaders played an essential role in the recent movements, nonetheless, the struggles waged in the course of those movements quickly fell into stagnation due to departure from genuine Islamic positions. Thus it was that the awakened conscience of the nation, under the leadership of Imam Khumayni, came to perceive the necessity of pursuing a genuinely Islamic and ideological line in its struggles. And this time, the militant 'ulama' of the country, who had always been in the forefront of popular movements, together with the committed writers and intellectuals, found new impetus by following his leadership.

Appreciating the fact that for the development and health of our society, it is necessary that we inherit and improve upon the traditional community-based assistance and fraternity, love for family, respect for elders, mutual respect and consideration;

Convinced that the recognition, protection and securing of the rights and freedoms of citizens, human dignity, equality will guarantee a balanced development; lay down the groundwork for satisfying the material and spiritual needs of citizens; usher in a democratic order that is responsive to the needs and interests of citizens, guarantees their participation and brings about economic development, social progress and harmony;

Noting the fact that the Eritrean women's heroic participation in the struggle for independence and solidarity based on equality and mutual respect generated by such struggle will serve as an unshakable foundation for our commitment and struggle to create a society in which women and men shall interact on the bases of mutual respect, fraternity and equality;

Desirous that the Constitution we are adopting will be a covenant between us and the government we will be structuring by our free will and serve as a means for governing in harmony this and the future generation; and for bringing about justice and peace, founded on democracy, national unity and the rule of law;

today ..., on this historic date, after active popular participation, approve and solemnly ratify officially, through the Constituent Assembly, this Constitution as the fundamental law of our Sovereign and Independent State of Eritrea.

in the formation of Croatian principalities in the 7th century;

in the independent medieval state of Croatia founded in the 9th century;

in the Kingdom of Croats established in the 10th century;

in the preservation of the subjectivity of the Croatian state in the Croatian-Hungarian personal union;

in the autonomous and sovereign decision of the Croatian Parliament of 1527 to elect a king from the Habsburg dynasty;

in the autonomous and sovereign decision for the Croatian Parliament to sign the Pragmatic Sanction of 1712;

in the conclusions of the Croatian Parliament of 1848 regarding the restoration of the integrity of the Triune Kingdom of Croatia under the power of the Vice-Roy (Ban) on the basis of the historical state and natural right of the Croatian nation;

in the Croatian-Hungarian Compromise of 1868 regulating the relations between the Kingdom of Dalmatia, Croatia and Slavonia and the Kingdom of Hungary, on the basis of the legal traditions of both states and the Pragmatic Sanction of 1712;

in the decision of the Croatian Parliament of 29 Oct 1918, to dissolve state relations between Croatia and Austria-Hungary, and the simultaneous affiliation of independent Croatia, invoking its historical and natural right as a nation, with the State of Slovenes, Croats and Serbs, proclaimed in the former territory of the Habsburg Empire;

in the fact that the Croatian Parliament never sanctioned the decision passed by the National Council of the State of Slovenes, Croats and Serbs to unite with Serbia and Montenegro in the Kingdom of Serbs, Croats and Slovenes (1 Dec 1918), subsequently proclaimed the Kingdom of Yugoslavia (3 Oct 1929);

in the establishment of the Banovina of Croatia in 1939 by which Croatian state identity was restored in the Kingdom of Yugoslavia;

in laying the foundations of state sovereignty during World War Two, through decisions of the Anti-Fascist Council of the National Liberation of Croatia (1943), to oppose the proclamation of the Independent State of Croatia (1941), and subsequently in the Constitution of the People's Republic of Croatia (1947), and several subsequent constitutions of the Socialist Republic of Croatia (1963-1990).

At the historic turning-point marked by the rejection of the communist system and changes in the international order in Europe, the Croatian nation reaffirmed, in the first democratic elections (1990), by its freely expressed will, its millennial statehood and its resolution to establish the Republic of Croatia as a sovereign state.

Proceeding from the above presented historical facts and from the generally accepted principles in the modern world and the inalienable, indivisible, nontransferable and inexpendable right of the Croatian nation to self-determination and state sovereignty, including the inviolable right to secession and association, as the basic preconditions for peace and stability of the international order, the Republic of Croatia is hereby established as the national state of the Croatian people and a state of members of other nations and minorities who are its citizens Serbs, Muslims, Slovenes, Czechs, Slovaks, Italians, Hungarians, Jews and others, who are guaranteed equality with citizens of Croatian nationality and the realization of ethnic rights in accordance with the democratic norms of the United Nations and countries of free world.

Respecting the will of the Croatian nation and all citizens, resolutely expressed at free elections, the Republic of Croatia is organized and shall develop as a sovereign and democratic state in which the equality of citizens and human freedoms and rights are guaranteed and ensured, and their economic and cultural progress and social welfare are promoted.

Intolerance and political violence have strongly grieved the country, maintained and accrued the hate and divisions between the different communities that constitute the Congolese Nation.

The coup d'etat has inscribed itself in the political history of the Congo as the only means to accede to power and to annihilate the hopes of a truly democratic life.

Consequently, We, the Congolese People, concerned to

- create a new political order, a decentralized State where morality, law, liberty, pluralist democracy, equality, social justice, fraternity, and the general well-being rein;

- preserve the sacred character of the human person;

- assure to the individual and the family the conditions necessary for their harmonious development;

- guarantee the participation of everyone in the life of the Nation;

- preserve our unity within cultural diversity;

- promote a rational exploitation of our riches and our natural resources;

- dispose of ourselves freely and to reaffirm our independence;

- cooperate with all peoples who share our ideals of peace, liberty, justice, human solidarity, on the basis of principles of equality, reciprocal interest and mutual respect, sovereignty, and territorial integrity;

- contribute to world peace as a member of the United Nations Organization (UN) and the Organization for African Unity (OAU); and

- to strive for the creation of large sub-regional economic groupings;

order and establish for the Congo the present Constitution which enunciates the fundamental principles of the Republic, defines the rights and duties of individuals, fixes the form of Government according to the principle of separation of powers;

declare as an integral part of the present Constitution the principles proclaimed and guaranteed by the 1945 Charter of the United Nations, the 1948 Universal Declaration of Human Rights, the 1981 African Charter of the Rights of Man and Peoples and all duly ratified pertinent international texts, relative to the Right of Man, the Charter of National Unity, and the Charter of the Rights and Liberties adopted by the Sovereign National Conference on 29 May 1991; and proclaim

- the duty of the State to assure the diffusion and the instruction of the Constitution, of the 1945 Charter of the United Nations, of the 1948 Universal Declaration of Human Rights, of the 1981 African Charter of the Rights of Man and Peoples, of the Charter of National Unity and the Charter of the Rights and Liberties adopted by the Sovereign National Conference on 29 May 1991, the right of any citizen to seat the Constitutional Counsel for the purpose of annulment of anylaw or any act contrary to the present Constitution;

- the obligation of all the organs of the State to apply the dispositions of the present Constitution and make them respected;

- the right and obligation of every citizen to resist by civil disobedience upon the default of other resources, no matter what enterprise to overthrow the constitutional regime, to take power by a coup d'etat or exercise in a tyrannical manner.
